The Culture of Poverty (Part 7)

Abject poverty, and neglecting issues involving the chronically mentally ill, successfully creates powerful and “resource-starved” environments that society must eventually confront. This premise is generally known and recognized, however, it is not acted upon, thus favoring the allocation of minimal resources to quell or subdue any outward symptoms, rather than to seek prevention.
